If insurance sends another adjuster and their revised estimate exceeds TCN estimate, CM only gets minimum estimate fee. Negotiation invoices based on 2nd insurance amount as initial carrier estimate.
Example: Carrier $5K → TCN $10K → Carrier 2nd $20K (min est fee) → Settlement $25K (15% of $5K increase above $20K).
